First, prepare the filling:
1. Finely chop the onion and garlic.
2. Grate the carrots.
3. Slightly fry the onions, garlic and carrots in a pan.
4. Add minced meat and fry for 10 minutes, making sure that there are no lumps. Add salt and pepper to taste. Add tomato paste or tomato sauce. Stew for 3-5 minutes.
5. Forcemeat to cool.
While the minced meat is cooling, let's get the sauce:
6. Melt the butter in a small saucepan.
7. Add flour to oil and fry for about 2 minutes. Flour should acquire a pleasant nutty hue.
8. Pour, stirring continuously, cold milk. Make sure that there are no lumps. Do not forget to salt.
9. Bring everything to a boil and turn off the gas. Everything, the sauce is ready.
While we were preparing the sauce, the minced meat had cooled, and you can begin to fill the cannelloni with filling and bake them.
10. Pour a portion of the sauce onto the bottom of the baking dish.
11. Fill cannelloni with minced meat and put in a baking dish.
12. Pour the remaining sauce on them and sprinkle with grated cheese.
I made a “pillow” of vegetables and already laid out pasta on them.
IMPORTANT! The sauce should cover the pasta completely. If it is not enough, you can add milk or broth.
13. Bake cannelloni with minced meat in an oven preheated to 180 degrees for about 30 minutes (depending on your oven).
14. When the top is browned, remove the cannelloni with minced meat from the oven, arrange on plates.
